Instructions for Using the Florida Public Adjuster Apprentice Training Program

Welcome to the Florida Public Adjuster Apprentice Training Program! Congratulations on taking the first step toward becoming a licensed Florida Public Adjuster. Below are the steps to guide you through the program.

Step 1: Secure Your All-Lines Adjuster License

Start by completing the Florida Certified Claims Adjuster Licensing Course. This will allow you to apply for your 6-20 All-Lines Adjuster’s License while waiving the state-administered exam. Licensing instructions are provided within the course to guide you through the application process.

Step 2: Complete Your Public Adjuster Apprenticeship

After securing your 6-20 All-Lines Adjuster’s License, the next step is to be appointed by a fully-licensed 3-20 Public Adjuster as a Public Adjuster Apprentice. You must complete a minimum of 6 months of apprenticeship under their mentorship.

During this apprenticeship, you will gain hands-on experience in the field. While working with your mentor, utilize the Laws and Rules of Florida Public Adjusting course to understand the specific regulations and requirements governing public adjusters in Florida. Additionally, take advantage of the Florida Public Adjuster Practice Exams to continue your preparation for the state exam.

These resources are designed to help you succeed throughout your apprenticeship and ensure you are fully prepared for the next steps in your career.

Step 3: Take the Florida Public Adjuster Exam

You will have access to all courses in this program for one year from your enrollment date. This includes the Florida Certified Claims Adjuster Licensing Course, The Laws & Rules of Florida Public Adjusting, and the Florida Public Adjuster Practice Exams. Use this time to continue studying and preparing for the state exam throughout your apprenticeship and beyond.

Florida Public Adjuster Apprentice Training Program Course Outline

The Public Adjuster Apprentice Training Program is comprised of three courses:

1. AE21’s “Florida Certified Claims Adjuster Licensing Course”, which will allow you to secure your All-Lines Adjuster’s License… the first step in becoming a Public Adjuster.

2. The Laws & Rules of Florida Public Adjusting: Florida law and regulations are strict and unforgiving regarding public adjusters, and failure to comply with these laws and regulations can quickly result in not only loss of licensure, but severe financial penalties, and in some cases, felony convictions. This program provides the history behind Florida’s strict oversight, and then thoroughly explains and educates prospective licensees on these requirements while also providing valuable insight and advice to guide new licensees toward proper, productive, and profitable claims practices.

3. Florida Public Adjuster Practice Exams: This course provides student with unlimited access to practice exams that are specifically designed to mimic the official state exam, including the apportionment of questions to specific subject matter as prepared by the testing provider, Pearson Vue. These practice exams randomly replace and mix quiz questions each time you take an exam. This gives the student numerous opportunities to approach the material from different perspectives and conduct further research into areas that require further understanding.

*The access period for the Florida “CCA” Designation course is limited to 6 months from the enrollment date. “The Laws & Rules of Florida Public Adjusting” and “Florida Public Adjuster Practice Exams” will be available for 1 year from the enrollment date to allow ample time to study and prepare for the exam during your apprenticeship. For continued study of the material from the Florida “CCA” Designation course, please be sure to download the Section Reference Manuals from the File Repository Area prior to the course expiration date.

Frequently Asked Questions

How long is the course?

This course, certified by the Florida Department of Financial Services, provides the Certified Claims Adjuster designation, allowing you to obtain your All-Lines Adjuster license without the state-administered exam. The course is designed to be equivalent to a 40-hour classroom or self-study course. However, learning speeds vary—those with prior insurance experience may complete it in less time, while others may need more time. It’s self-paced, ensuring you can progress at your own speed.

Due to the significant responsibility of insurance adjusters and their impact on the public, we expect all students to approach this course seriously and with integrity. Completion will demonstrate your readiness for timely and appropriate claims practices.

Once enrolled, how long do I have to complete the course?

You have one year from enrollment to complete the course. If you need more time beyond the 1-year access, extensions may be requested for $25 per 30 days, provided the request is received within 60 days of the course's expiration. If more than a year has passed since your last course activity, you must restart the course from the beginning.

What kind of adjusters must be licensed in Florida?

All adjusters of every kind and type must be licensed.

Can I get a license for just a specific kind of adjusting, like property, catastrophe, or auto?

No, Florida only offers an All Lines Adjuster License (6-20 for residents or 7-20 for non-residents).

Note: If you wish to become a Public Adjuster, you must first hold a 620 or 720 All Lines Adjuster license for at least 6 months before testing for the Public Adjuster license (3-20 license).

Do I have to take an exam to get the All Lines Adjuster license?

You can avoid sitting for the the state exam by obtaining the Certified Claims Adjuster (CCA) designation. This course provides the CCA designation, allowing you to bypass the state exam. For more information on designations, click here: Designations

Do I have to take an examination if I want to switch from one adjuster license to another?

Possibly. If you already hold a valid adjuster license in Florida, you may qualify for an equal or lesser license without an exam. Non-residents may be exempt from the exam—check the list of reciprocating states for more details: Reciprocating States.

Note: If you wish to switch to a Public Adjuster license, you must take the public adjuster exam per Florida Statute 626.221.

What is Reciprocity?

Reciprocity allows adjusters licensed in one state to apply for a license in another state without taking that state's exam or pre-licensing course. This saves time and money, as many states recognize licenses from other states with mutual agreements.

When does my license expire?

Your license will expire if 48 months pass without an active appointment. Failure to complete continuing education may result in the cancellation of your appointment.

How long will I have access to the program once I enroll?

You will have access to the Florida “CCA” Designation course, “The Laws & Rules of Florida Public Adjusting”, and “Florida Public Adjuster Practice Exams” for 1 year from the date of your enrollment in the Public Adjuster Apprentice Training Program.

What if I need an extension?

If more time is needed to complete the course beyond the provided 1-year access period, extensions may be available with an administrative charge of $25 per 30 days. To be eligible for an extension, such a request must be received within 60 days of the course’s expiration date.

Note regarding the FL CCA Licensing Program

If the course has been inactive for a year or more and an extension is requested, the course must be restarted from the beginning.

How should I use these three courses to prepare for my exam while completing my apprenticeship?

Our recommendation is as follows:

  • First, secure your All-Lines license by taking the Florida Certified Claims Adjuster Licensing Course (which will allow you to waive the state exam for this license type).
  • Next, you must be appointed by a fully-licensed Public Adjuster as a Public Adjuster Apprentice for a period of 6 months. During this time, while you are receiving on-the-job training with your mentor, we recommend studying for the exam using the Laws and Rules of Florida Public Adjusting, the Practice Exams, and referring back to the material in the Certified Claims Adjuster Licensing Program.
  • Then, once you have completed your apprenticeship and feel that you are ready, schedule and take your state-administered Public Adjuster exam and embark on your new career!

What is the difference between a Public Adjuster and an All-Lines Adjuster?

An All-Lines Adjuster handles insurance claims on behalf of an insurance carrier, independent adjusting firm, or third party administrator. When most people think of insurance claims adjusters, it is an All-Lines adjuster that they are thinking of.

According to Florida law, a Public Adjuster is anyone who, for money or commission, prepares, completes, or files an insurance claim for an insured policyholder, or who acts on behalf of or assists the policyholder in negotiating for or securing the settlement of a claim (or claims) for loss or damage that is covered by an insurance contract (policy). This also includes anyone who advertises for employment as an adjuster of such claims, or anyone solicits, investigates or adjusts such claims on behalf of a public adjuster.

In other words, a Public Adjuster works on behalf of the policy holder. Public Adjusters ONLY represent policyholders in property losses... most commonly, homeowner's claims.
